1. It's called RPG Maker EX.
2. It will have two modes, EX Mode and VX Mode. EX Mode has a bunch of new features which are incompatible with VX/Ace projects. VX Mode will let you load any VX/Ace project into EX and is mostly a clone of Ace, but with a few new features.
3. It has a new engine called RGSS4 which is used in EX Mode. VX Mode projects use RGSS3.

9. Overall, everything is more customizable without needing to script (of course, scripting is still fully available).
10. More default skills and state effects with unique attributes, such as a Steal skill.
11. Now for some bad news. All the official DLC made for EX will use an encrypted DRM launcher to install. The default RTP will be fantasy medieval style like usual, and there will be day 1 DLC packs of Sci-Fi and Modern graphics/music. These DLC packs will contain everything you need for these settings, including characters (including animated battlers), enemies, tilesets, music, and even battle animations. Basically just as much stuff as the RTP has.

12. All of this and more will be announced during E3. Not actually at E3, just online via the RPG Maker site while E3 is going on.
13. EX will be $80 at launch. There will also be an EX Lite which basically only has VX Mode (but this includes support for things like side view battles) which will only cost $50. Each of the DLC packs will be $15. Also, VX Ace DLC will continue to be made. VX Ace is also getting a price drop to $40.
14. The program will released in Japan in September (both physical and digital) and elsewhere (digital only) in November.
