Im englischen FAQ stand noch folgendes:

Aber ich denke, dass du das alles auch schon gemacht hast?

Du solltest noch einmal alles durchgehen, vielleicht nocheinmal ein Foto machen und es in allen anderen Städten zeigen, das kann man leicht vergessen.

So weit ich weiß, kann man jederzeit alle Städte entwickeln, vorrausgesetzt, man macht alles richtig.
