If you have completed the main quest in the Shivering Isles expansion, and have not yet begun Sheogorath's Shrine quest, starting it will trigger Haskill who will give you the same quest (along with a few witty and humorous remarks). If you do this before you have completed Shivering Isles, Sheogorath will have his Shivering Isles voice and will have different dialogue.
