This problem shows mostly when your DVD is dirty, you are running an interfering backgroud program, or your DVD-ROM is for some reason not reading it very well. In most cases, this simple procedure should do the trick:
Enter Windows Safe Mode, by hitting F8 when computer starts. Once you enter Safe Mode, hit start, then run. Type %temp% and hit enter. Temporary files folder will be shown, with various files in it. Delete everything, and close it. Now, explore Oblivion DVD and run setup.exe. Installation should go smoothly now, if your DVD-ROM works fine.
It is also possible your DVD is damaged, in that case you'll have to swap it for a new one.
