I've gone over the issues you've mentioned, and I'm not sure what might be the problem. I've done these quests many times every way possible I could think of, and they work the way they should for me. Haven't seen others report the same either. So, I'm not sure why it might not be working for you.
Though the quests may be done independantly, there is an area that won't be an option until the other is at a certain stage, but it should not have an affect on the parts you mention.
