Ich kann mir gut vorstellen, dass dort ein Provider hintersteckt.

Heisst für mich, dass man nicht jeden kostenlos anrufen kann. Nur die Leute, die diesen Provider haben. Das ist ebenfalls nichts neues:
z.B. Hansenet-Kunden können umsonst nach Hamburg und zu Hansenet Kunden telefonieren.

Und das mit dem Konto, was VoIPBuster besitzt, ist ebenfalls nichts neues. Sowas besitzt auch Skype. Mit Skype kann man ebenfalls nur telefonieren, wenn man ein Konto einrichtet und das Guthaben dort erhöht.

Um die Wahltasten für Anrufe an Festnetz- und Mobilnummern nutzen zu können müssen sie ihr Skype Guthaben erhöhen
