As long as one of the mentioned conditions above is NOT satisfied, you CANNOT
get this item. Therefore you MUST get Mission Complete for the above
mentioned places.

here to tell that if you start a mission but failed to complete it due to:
1. The mission is activated but you teleport back to Celcius not completing the
