Although I am on the affirmative position i doubt heavily that there wouldb be a visible success in future.
It's always the same thing. Projects like this are predestinied to fail. Considering the succes of "Tales of Eternia" or "Tales of Destiny 2" we should show our gratitude that "Tales of Symphonia" is goingt to be released in the United States.
As far as i can remember, there was a similiar project refering to Suikoden 3 which indeed failed either.

Nethertheless, I don't understand your problem. There is no need to release a special PAL-Version of TAS or BK. Several programs, for instance the "Freelancer", allow you to play US/NTSC Games.
But if you insist on waiting for a "PAL-Version" including a French syn, i would say its ludicrous.
