The key is that in the first four actions. If you spin the upper-left wheel in one way and then spin the bottom wheel in the other, the bottom wheel will cancel out the movement that was done to it by spinning the upper-left wheel; hence the bottom wheel is at the same place yet the left-upper wheel has moved, equaling a free movement method for one wheel. c:
