Just a little help, because the readmes can be a bit overwhelming: Behind their surface both mods are very similar. There's only one thing really different between them:
- Fran's keep the player centric dynamic world of original Oblivion. If you like that, get Fran's.
- OOO makes the world more static, now Oblivion feels like a true successor of Morrowind. If you like that, get OOO's.
An example:
- In Fran's you may stumble into a cave and meet enemies no one else had met there, and find random chosen loot. There's a small chance to find more powerful or weaker enemies than your character. The game is mostly adjusted to your character.
- In OOO most caves have hand placed enemies and loot. So let's say you go into the same cave. Regardless of level you'll meet the same enemies, and they don't adapt much to your strength. Also the loot is hand placed. So if you manage to survive a high level dungeon at low levels, you'll get very powerful stuff. Although if you go into a low level dungeon at high levels, there won't be much of a challenge or loot.
So let's say the cave has the name "Dzonot Cave", and you enter with level 5. In Fran's you'll encounter a group of humanoid enemies, which will give you a challenge, but are doable. In OOO you will be killed by a very powerful tribe of Amazons. Probably by the first Amazon (the warrior women, not the internet book merchant) you meet, because she will be much stronger. When you enter the cave with level 40, you'll encounter in Fran's a group of humanoid enemies, which will give you a challenge. In OOO you'll meet the same Amazons, but now you'll have a good chance to defeat them all.
