da die problematik etwas schwierig zu finden ist, und euro-morrowind weg ist, poste ich es mal hier (auch damit ich nächstes mal nicht wieder von vorne suchen muß).
wenn man mit testool 1.3 seine levelled list erstellt, sollte unbedingt den resequencer von aerolorn drüberlaufen lassen:

Overview:
This utility fixes a bug in TESTool v1.3 by ghostwheel. As discovered by tru021 and later researched extensively by DinkumThinkum, when TESTOOL merges leveled lists it appends the lists one after another instead of sorting them all together by level. The result is that the items and creatures from later lists cannot appear until you're beyond the highest level listed in all the preceeding lists.
Since ghostwheel is currently MIA, this utility takes the Merged_Leveled_Lists.esp file created by TESTOOL and resequences the lists by level into the proper order. Hopefully he will return someday and make it obsolete.
Instructions:
1. Use TESTOOL to create the Merged_Leveled_Lists.esp file.
2. Place Leveled List Resequencer.exe in your /Morrowind/ or /Morrowind/Data Files/ directory and run it. When it's completed, it will let you know how many lists were resequenced out of the total. A file called Log - Resequencer.txt will be created if you want specific details on which lists were resequenced.
3. That's it, go play!

... ob mit horatios LLM ein ähnliches problem besteht, entzieht sich meiner kenntnis. aber so ganz unproblematisch scheint es auch nicht zu sein:
Morrowind Leveled List Merger 1.12 - by Horatio, also available as v.1.14 at TheLys was the first utility to combine the levelled list data from all loaded mods into a single plugin. It made some errors in calculating a few probabilities, however. For most users, TESTool 1.3 used in conjunction with the Leveled List Resequencer 1.0 would be a better option.
ach ja, und ich würde dialog merge und object merge sowie das cleanen von pi's NICHT über testool machen (button: "just fix it" -> don't touch this). damit würden diverse gewollte GMSTs gelöscht, z.b. in vampire embrace und dialogträchtige PIs wie white wolf of lokken... zerstört. also ich benutze testool nur noch zum ändern des ladedatums von pi's und zum erstellen der merged level list und lasse danach den resequencer drüberlaufen.
